This project (2006 - to date) involved the development of a portal aimed at assisting semi-skilled/ unskilled job seekers to find work opportunities, and employers to find workers, and in this way, reducing the numbers of unemployed persons in the Province. This is to be achieved by creating a "one stop job shop" for all government jobs and skills development initiatives within the Western Cape.
This system incorporates the:Â
- Development of a comprehensive database of unemployed people and their skills.Â
- As part of the registration process current skills will be captured (the system therefore includes identity management tools already)
- Database will also be utilised to recruit for youth development initiatives eg. Learnerships, municipality construction projects, etc
- Information on interventions (training, work place training, etc.) will be captured directly into the system, thereby ensuring integrity of information.
- Portal will be used to support the Expanded Public Works Prorgramme in identifying unemployed people, matching them to work opportunities, and tracking their progress and development through these interventions.
- Development of a comprehensive job matching system (portal) i.e. an accessible, easy to use platform to link Job seekers and Job providers that is available to all communities especially disadvantaged communities.
- Utilising existing Internet-enabled public access infrastructure (eg. Smart Cape, Digital Business Centres, etc.) to allow people to get information on programmes, register, develop and update CVs, get access to the Internet and email, apply for jobs, etc.
- Development of a strategy and proposal for extending the network of internet-enabled public access points to areas where they are currently not available.
- Development of a strategy and proposal for the creation of a mobile Public Works Access point, that can be used to service areas where infrastructure does not readily exist.
This is also an open source project, using the Symfony framework. InfoWizz does the project management on this project. We are currently at the end of Phase 2 of this project. Phase 1 consisted of building the base system, which has been in use by the client and the public since we launched in November 2007. Phase 2 created an extensive reporting tool, allowing the client to do complex data mining of the system. Phase 3 will consist of the rollout through the Province and mass registrations of unemployed people.
